Berdasarkan Surat Tanda Penerimaan Laporan/Pengaduan No. Pol : 217/K/XI/2022/SEK.CP yang diterima oleh Aiptu Karnoto selaku Kapolsek Cempaka Putih tertanggal 7 November 2022 menerangkan adanya laporan masyarakat oleh AZ (45) bahwa telah terjadi tindak pidana Pengeroyokan yang dialami oleh AF (16) (korban) selaku Anak Pelapor.
Kejadian bermula pada tanggal 4 November 2022 Pukul 16.30 WIB berlokasi di Jl. Cempaka Putih Tengah Raya Dekat Wisma Maros Cempaka Putih Jakarta Pusat. Pelapor menerangkan pada waktu yang setidak-tidaknya bersamaan mendapatkan kabar via telepon dari orang yang mengaku sebagai teman korban bahwa korban mengalami pengeroyokan di jalan oleh orang tidak dikenal.
Selanjutnya pelapor mendatangi Rumah Sakit Islam (RS Islam) dan pelapor mendapati benar bahwa korban sedang dalam penanganan medis tim RS Islam. Atas kejadian pengeroyokan tersebut, korban mengalami beberapa luka antara lain: luka akibat senjata tajam di bagian kepala, punggung, pinggang, dan pergelangan tangan korban dilakukan operasi dan beberapa jahitan.

Bahwa korban awalnya berupaya untuk mendapatkan jaminan kesehatan melalui BPJS Kesehatan, namun hal tersebut terkendala karena berdasarkan pasal 52 huruf (r) Peraturan Presiden No. 82 Tahun 2018 tentang Jaminan Kesehatan
Pada hari yang bersamaan Tim Kartika & Rouly Law Firm segera mengambil sikap secara Kuasa Pro Bono untuk mengadvokasi dan mengupayakan hak-hak kesehatan yang semestinya diperoleh oleh Korban. Advokasi dimulai dengan melaporkan kejadian tersebut ke Lembaga Perlindungan Saksi dan Korban (LPSK) pada tanggal 8 November 2022. Laporan tersebut diterima dengan baik oleh Bapak Jovi Septiyan selaku Tim dari LPSK. LPSK berdasarkan Pasal 1 angka (5) Undang-Undang Nomor 31 Tahun 2014 tentang menyebutkan bahwa LPSK sebagai sebuah lembaga yang bertugas dan berwenang untuk memberikan perlindungan dan hak-hak lain kepada Saksi dan/atau Korban.

Tidak berakhir sampai di LPSK, keesokan harinya Pada tanggal 9 November 2022, Tim Kartika & Rouly Law Firm juga mengupayakan hak-hak korban dengan mengajukan permohonan ke Dinas Kesehatan Provinsi Jakarta untuk memperoleh klaim biaya Rumah Sakit berdasarkan program Jaminan Kesehatan Jakarta (JAMKESJAK) sebagai program kesehatan yang di selenggarakan oleh Pemerintah Provinsi DKI Jakarta berdasarkan Peraturan Gubernur DKI Jakarta Nomor 46 Tahun 2021 tentang Penyelenggaraan Jaminan Kesehatan, dimana pada Pasal 4 ayat (1) menjabarkan Manfaat Jaminan Kesehatan yang salah satunya pada huruf (d) mencakup pelayanan Pengobatan Korban Kekerasan seperti yang dialami oleh (AF).
Korban selaku Warga DKI Jakarta telah memenuhi syarat untuk memperoleh bantuan dengan adanya program JAMKESJAK, dimana berdasarkan Pasal 5 ayat 1 (a) Pergub tersebut hanya mempersyaratkan Nomor Induk Kependudukan dan Kartu Keluarga Provinsi DKI Jakarta sebagai syarat memperoleh bantuan dari Program JAMKESJAK. Bahwa melalui Permohonan tersebut besar harapan membuahkan hasil berupa penggantian biaya perawatan terhadap korban. Pertanggal 8 November 2022 total tagihan rawat inap korban mencapai Rp.27.907.742 sebelum dipotong uang muka sebesar Rp. 6.000.000. Selanjutnya Tim Kartika & Rouly Law Firm melakukan konfirmasi kepada Bapak Tristan Andika Putra (Bapak Tristan) selaku Kepala Administrasi Rumah Sakit Islam terkait bantuan klaim biaya melalui program JAMKESJAK, Bapak Tristan mengkonfirmasi terkait JAMKESJAK yang telah diajukan bahwa RS Islam langsung berkoordinasi dengan Dinas Kesehatan Provinsi DKI Jakarta dan menegaskan bahwa klaim biaya pastinya dapat dilaksanakan dan seluruh uang muka sebesar RP.6.000.000 akan dikembalikan kepada korban.
